Premise

In 2055 the wars between the Palestinians and Israel have been resolved and there is total peace in the Middle East. The Abraham Accords have been successfully implemented. All Arab nations are working in cooperation with Israel producing flourishing economies throughout the Middle East. However, the Islamic Republic of Iran is still in power and has increased its progress towards the goal of a Caliphate in Europe and extending the movement into the US.

Problematic Situation

Terroristic violence and antisemitism have increased immensely. The US is experiencing multiple synagogues burnings, Jewish businesses vandalized and destroyed with explosions, and hundreds of severe assaults on Jews including numerous shootings. Terrorists have now targeted average citizens and government properties. Attacks like the Boston Marathon massacre and 911 take place every week. Numerous infrastructures and manufacturing facilities have been sabotaged. The country is experiencing bombings at airports, train stations, government buildings, vehicles plowing into crowds of people, mass shootings in public places, destruction of power plants and bridges all at the hands of Islamic terrorists.

Counter Terrorism At Its Best

With limited resources, police and government authorities have focused mostly on national assets while mostly ignoring the violence against the Jewish community. In the last five years, several courageous Jews with prior combat experience have formed the organization called “Operation Covenant” that protects the Jewish community by using surveillance, informants, undercover agents, infiltration, firearms, drones, explosives, and physical combat. The team is known to utilize future technologies like railguns, net guns, plasma rifles, and sonic guns. 

Counterintelligence 

 Their counterintelligence methods have been perfected to include hacking into city wide and airport surveillance cameras, advanced facial recognition, data analysis, neural networks, virtual reality simulations, nano-tracking devices, and holographic conferencing.

FBI and CIA

Operation Covenant has a working relationship with the CIA and FBI, but only to a limited extent. While the organization shares information and coordinates operations, Operation Covenant keeps many missions secret offering no advance notifications to government authorities about many of their preemptive operations. Operation Covenant goes as far as killing terrorist leaders. By using futuristic nano technology the group can temporarily alters their DNA, preventing them from being detected and arrested by authorities.

The Team

Jacob, an ex-Navy Seal and Rebecca an ex-Lone Soldier are the two main leaders of this organization. CIA agents Mark and Rashid meet with Jacob and Rebecca and plan the capture of two notorious terrorist leaders: Omar Hassan Khalil and Ahmad Harun Malik for interrogation. Alina half Jewish whose father is an Arab recruitments a network of informants including Hasan, a Syrian businessman who is concerned about his son Naser being recruited by the terrorists. Alina also recruits Aisha a teacher in an Arabic school whose parents and husband were killed in Lebanon.

Jacob: An ex-Navy SEAL with a commanding presence, Jacob leads Operation Covenant with tactical precision and a deep-seated commitment to protect his community. Born in Brooklyn, Jacob grew up in a tightly-knit Jewish community. His father, a Holocaust survivor, instilled in him a strong sense of duty. After serving in the military, including tours in the Middle East, Jacob returned home to witness the rise in antisemitic violence, prompting him to form the resistance group. Jacob is a trained martial artist and possesses vast knowledge in guerrilla warfare and counterterrorism tactics. He is married to Leah, an emergency room doctor, who supports his efforts despite the risks involved.  He's disciplined, resilient, and resourceful, Jacob is not only a tactical genius but also a source of stoic strength for his team. His leadership style is inclusive, valuing input from all team members. Jacob has a calm demeanor under pressure, and his unwavering loyalty to his team and community serves as a guiding light during crises. Despite his tough exterior, he harbors a deep sense of empathy for those he protects.

Rebecca:  A former Lone Soldier in the Israeli Defense Forces, Rebecca brings unparalleled skills in combat and strategy to the team. Her leadership qualities are evident in high-pressure situations. Originally from Atlanta, Rebecca had a profound cultural connection with Israel, which led her to serve as a Lone Soldier. After her service, she pursued a degree in international relations before joining Jacob’s organization.  Rebecca is multilingual, fluent in Hebrew, Arabic, and Russian, which aids her in intelligence-gathering operations. She carries the memory of her fallen comrades as her motivation. She's good at strategic planning, combat readiness, intelligence gathering, negotiation, and multilingual communication. Rebecca’s ability to speak multiple languages allows her to intercept communications and negotiate with informants. Her expertise in international relations helps her navigate the geopolitical landscape of Operation Covenant's activities.

Mark: A CIA agent with a sharp mind and a knack for analysis, Mark serves as a liaison between Operation Covenant and government agencies. Having joined the CIA straight out of university, Mark specialized in Middle Eastern affairs. His Jewish roots make him personally invested in combating the surge of antisemitic terrorism. Mark is also a historian, with published papers on counterterrorism strategies and their evolution over decades. Intelligence analysis, data interpretation, counterintelligence strategies, and network-building with federal agencies. Mark’s historian background allows him to anticipate jihadist strategies by analyzing past counterterrorism efforts and adapting successful tactics to current threats. Intellectually curious and adept at piecing together complex puzzles, Mark approaches every challenge with a methodical and meticulous mindset. He is a perceptive listener, allowing him to forge strong connections with both colleagues and informants. Mark is also known for his introspective nature, often reflecting on ethical implications in counterterrorism.

Rashid: A dedicated CIA agent of Palestinian descent, Rashid represents a bridge between cultures within the counterterrorism efforts.  Rashid was born in Dearborn, Michigan, to immigrant parents. He was driven to serve in the CIA to work towards global peace and counter-terrorism. Rashid has a keen understanding of Arabic dialects and local customs, making him invaluable for undercover operations.  He possess excellent cultural proficiency, undercover operations, negotiation, and extraction planning. mRashid’s deep understanding of Middle Eastern cultures and dialects facilitates smoother infiltration and intelligence extraction, helping to identify potential threats before they materialize.  He is very diplomatic and empathetic, Rashid is adept at navigating multicultural landscapes and acting as a mediator. He has a calm, soothing presence and an innate ability to diffuse tense situations. Rashid’s cultural insight is matched by his personal warmth, making him a trusted associate to the team.

Alina:  Acts as an intelligence operative focusing on cultivating informants within the Arab community. Raised by her Jewish mother and Arab father, Alina straddles two worlds, giving her a unique perspective on Middle Eastern politics. Alina previously worked for a diplomatic NGO, working on peace-building initiatives before witnessing the destruction of her childhood synagogue. Human intelligence cultivation, operational secrecy, conflict mediation, and community liaison. Alina’s experience with NGOs and diplomatic efforts provides her with skills in building trustful relationships with informants and handling sensitive information discreetly. She is very tenacious and intuitive, Alina is skilled at reading people and situations, which aids her in cultivating valuable relationships. She is driven by an unwavering sense of justice and a desire for reconciliation between her dual heritage. Alina exudes a quiet confidence that inspires trust in potential informants.

The Team

Other members Andrew and Moshe with darker complexion are disguised as Arabs and infiltrate into Arab neighborhoods in New York mostly Masques gathering intelligence about weapon storage warehouses, firebomb targets, explosion targets, and kidnapping plots. Moshe is a former Israeli soldier. He lost his wife and children in a terrorist attack in Paris and has since dedicated his life to preventing anti-Semitic murders from happening again. Moshe a tech-savvy professor uses his skills to track terrorists; social media monitoring, hacking into their phones and communications, drones with advanced cameras, and facial recognition technology. Moshe is in constant contact the international Jewish anti-terrorism community.

Moshe: A technologically inclined professor, Moshe uses his expertise to conduct surveillance and gather intelligence. Originally an Israeli soldier, Moshe emigrated to the US after losing his family in a terrorist attack. His drive for justice and prevention led him to Operation Covenant.  Moshe is known in academic circles for his work on artificial intelligence and its applications in security.
Technological surveillance, cybersecurity, data mining, and artificial intelligence application in counterterrorism. Moshe leverages his academic knowledge to design sophisticated surveillance systems and algorithms that can predict terrorist activities, enhancing the operational efficiency of Operation Covenant.
Moshe leverages technology to launch offensive cyber assaults and disrupt enemy communications. Known among the team for his relentless pursuit of terrorist networks online, he uses unconventional tactics to counter guerilla strategies, launching attacks from his digital battleground to protect his community.

Luca: Known for his expertise in drone technology, Luca leads the team’s operations involving aerial surveillance and strike capabilities. An Italian engineer with a specialty in robotics, Luca moved to the US to work on defense projects after a notable career in Europe. - Deeply passionate about robotics, Luca often mentors young enthusiasts in technology and engineering. Drone piloting, robotics engineering, aerial reconnaissance, and precision targeting. Luca’s engineering skills allow him to modify drones for specialized missions, including reconnaissance, observation, and direct action support, maximizing the team’s technological edge. Creative and forward-thinking, Luca views technology as the ultimate tool for problem-solving and innovation. Known for his quick wit and light-hearted approach, Luca brings a sense of camaraderie and optimism to the team. His intense focus on robotics doesn’t overshadow his relational skills, often acting as a mentor to others. Luca’s drones serve dual roles in surveillance and active engagement, delivering precise, rapid strikes against targets. His engineering prowess allows him to innovate drone tactics that surprise adversaries with disruptive force, reflecting his aggressive but controlled approach to conflict.

Saul: An ex-Navy SEAL like Jacob, Saul’s operational know-how is crucial in strategizing and executing missions. With a background in SEAL operations, Saul approaches missions with a blend of tactical aggression and strategic foresight. His survivalist instincts and willingness to embrace risk make him a key asset in direct confrontations, often using his skills to lead complex assaults against high-value targets. -Saul hails from Texas, where he grew up on a ranch learning survival skills. His military service is marked by bravery and commendations for valor.  Outside of his military prowess, Saul is known for his love of classical literature and often quotes historical figures during briefings. Saul is known for clandestine operations, direct action tactics, explosive ordinance disposal, and stealth maneuvers. Saul’s background on a Texas ranch and his military experience endow him with a natural aptitude for survival tactics and a methodical approach to dismantling terror networks through precise, strategic interventions.

Andrew: Andrew is a Sephardic spirited 19-year-old, full of zeal and courage, marking his path as a Jewish counter-terrorist fighter for Operation Covenant. His youthful vigor and fearless spirit make him a formidable presence within the group. Strong in both physique and resolve, he exudes a raw intensity that fuels his commitment to the cause. Raised in an environment marked by community resilience and unity, Andrew grew up in a Jewish neighborhood that emphasized self-defense and cultural pride. Inspired by the stories of his ancestors from Syria and the contemporary challenges faced by his community, he developed a strong sense of duty to protect and serve. His upbringing was steeped in stories of action and resistance, building the confidence that now defines his character. Andrew is known for his bold, confrontational approach. He possesses an unshakeable belief in his mission and displays a level of determination that inspires those around him. His fearlessness is both an asset and a liability, driving him to take risks head-on, sometimes without fully considering the consequences. His vibrant and kinetic energy can uplift the team’s morale, even in the bleakest of scenarios.

EXT. INDUSTRIAL WATERFRONT - NIGHT
A quiet harbor under a full moon, the night is suddenly broken by the sound of drone engines. Operation Covenant targets a jihadist smuggling operation believed to be underway.
LUCA deploys spherical drones that silently hover over the docks, utilizing multi-spectrum cameras to highlight enemy positions and identify weapons caches.
JACOB leads a team through the maze of shipping containers, using AR helmets that project 3D models of the area, keeping them updated on enemy movements as they approach.
As jihadists begin unloading illegally smuggled weapons, Operation Covenant strikes with plasma rifles set to varying intensities to incapacitate non-lethally, showcasing advanced combat techniques.
When a firefight erupts, REBECCA manages the exfiltration, using hacked shipping drones as cover, creating a smokescreen that obscures the team’s retreat while minimizing casualties.
The operation secures a significant arms shipment, preventing potential attacks. Successfully extracted enemy intel hints at broader jihadist networks, laying groundwork for future missions.

Luca shows the team how drones are used not only for facial recognition but also for firing small explosives. He also trains other how railguns are positioned on roof tops that can stop a truck or blow up a warehouse entrance.
We see Saul another ex-Navy seals sitting a table with team members, describing a diagram of their next operation, the destruction a terrorist weapons warehouse. Prior intelligence was gathered that located the facility and now an advanced heat seeking drone using advance facial recognition has identified known terrorists inside. The coordinated attack begins with Luca operating the same drone firing a small missile while Saul is positioned on a nearby rooftop firing a railgun. The terrorists were caught off guard and eliminated.

EXT. URBAN SHOPPING DISTRICT - NIGHT
A serene urban setting abruptly erupts into chaos as a series of small explosions tear through the night. Glass shatters and car alarms blare. Operation Covenant members, spread across various rooftops and alleyways, immediately spring into action, their earpieces synchronizing their movements.
Terrorists, disguised as street performers, reveal weapons and begin attacking civilians. They aim to create maximum fear through random violence.
JACOB commands the team through real-time holographic displays on their visor screens, coordinating the use of plasma rifles and sonic guns to systematically disarm attackers without putting civilians at risk.
LUCA deploys micro-drones with facial recognition capabilities to identify and track fleeing terrorists, tagging them for capture rather than elimination.
ANDREW and MOSHE, skilled in close-quarters combat, pursue key targets through the market, using net guns to subdue and capture two suspects alive for interrogation.
The team retreats strategically, moving captured terrorists to a secure location and gathering intelligence from their possessions.

SAUL leads a night reconnaissance team to acquire precise positions of jihadist leadership within the facility, employing cloaking devices for undetected movement.
Utilizing heat-seeking drones, LUCA targets supply caches, deploying small explosives to disrupt the camp’s defenses without compromising the broader environment.
Combining physical prowess and tech-savvy, team members infiltrate the camp while holographic distractions simulate larger forces, overwhelming jihadist responses.
In a tense exchange between JACOB and the camp's commander, both individuals represent their diverging ideological convictions. JACOB ultimately prevails in a tactical takedown, emphasizing the ethical responsibilities of combat.

Overhead, LUCA maneuvers surveillance drones equipped with live thermal imaging to differentiate between allies and targets, sharing real-time visuals with the ground team.
As the team moves through the docked freighters, REBECCA orchestrates a synchronized effort to plant nano-explosive devices on identified weapon crates, ensuring controlled detonations should hostilities arise.

The next operation we see Jacob and Rebecca organizing the team to prevent an attack on a Jewish business by doing a preemptive strike. On the day of preemptive strike, the terrorists approach, two sharp shooters are in position, fighters quickly set up their traps and lob grenades at the motors scooters, causing them to crash and disable their riders. Jewish fighters showed no mercy as they picked off the terrorists, two fighters broke off and used their vehicles to ram the remaining motor scooters. One motor scooter rider was captured by using a net gun and brought back for interrogation. The group constantly foils terrorist operations with preemptive strikes, but its main objective is to eliminate the two top terrorists. They constantly collect intelligence on the two evildoers with the help of the CIA and FB

Using advanced melee weapons, hidden sentries are bypassed or quietly taken down, with team members prioritizing stealth to mitigate risk of self-destruction initiated by defenders.
Inside, captured data is collected without alerting saboteurs, and bio-safes are secured against tampering, ensuring potential epidemics remain bottled.
As explosives detonate demolished pathways behind them, Operation Covenant’s extraction team disappears amid the rocky wilderness, hauling critical proof to stymie jihadist agenda on biowarfare expansion.

Amidst the hustle of daily commuters, intelligence reports suggest a jihadist plan to bomb the crowded area. Operation Covenant rushes to intercept the threat.
ALINA, blending into the crowd with specially crafted wearable technology, scans for anomalous weapons residue, pinpointing suspects through real-time facial recognition alerts.
With terrorists en route, SAUL places modified railguns at strategic architectural points, ready to engage with precision from concealed vantage points.
Using holographic projectors, Operation Covenant creates duplicate images of operatives to draw fire, disorienting jihadists and manipulating their defensive focus.
The team converges on jihadists planting explosives, using sonic weapons to disarm them. MOSHE simultaneously hacks transportation controls, preventing their pre-agreed escape.
With jihadists captured and explosives neutralized, the public remains oblivious to the narrowly averted disaster, highlighting Operation Covenant’s unseen heroism.

Deep in rural terrain, a clandestine jihadist training camp is discovered. Using drones flying overhead, the team plans an intervention that fuses guerrilla tactics with modern tech advancements.
Equipped with thermal cloaks, JACOB and REBECCA slip past initial patrols, maintaining radio silence as tactical drones relay vital terrain layouts directly to their HUDs.
Upon reaching the heart of the camp, a distraction using timed charges sets the stage for the direct engagement. The operation goes kinetic as LUCA directs a barrage of drone-fired EMP pulses to disable jihadist communications.
Close-quarters skirmishes erupt, with REBECCA and her team employing combat shields and non-lethal electric rounds to break the will of entrenched defenders.
As remaining jihadists scatter, SAUL secures critical intelligence on training regimens and materials being utilized, disabling additional threats with pinpoint railgun shots.
Operation Covenant dismantles the encampment, securing the area's peace. They extract valuable training data that explains the rapid dissemination of jihadist tactics, foreshadowing future threats.

Extremely Dangerous Operations

Surprise Climax

The film’s climax uses an all out effort to stop an attempted assassination on the President. After months of planning and gathering evidence, in a joint operation with the CIA and FBI, the day of the final showdown arrives. The resistance fighters, along with the help of government agencies, in secret, launch a simultaneous attack on the different terrorist cells, capturing key leaders (Omar Hassan Khalil and Ahmad Harun Malik) and preventing the assassination and other multiple attacks from taking place.

EXT. PRESIDENTIAL CEREMONY - DAY
The scene is set at a high-stakes public ceremony where the President is set to speak. The atmosphere is charged with excitement, but unknown to the public, terrorists have embedded themselves within the crowd, ready to execute a deadly plan. Operation Covenant and the CIA/FBI partners are in action, fanning out across strategic positions.
JACOB (confident, to the team) "You all know your sectors. Let’s ensure this speech ends with applause, not sirens."
REBECCA (poised, on comms) "Understood, Jacob. My team is in position by the west barricades. We've got eyes on suspicious movement."

INT. COMMAND CENTER - DAY
At a remote command center, Mark coordinates with government liaisons, monitoring flows of information vital to the operation's success.
MARK (assertive, focused on screens) "Data feeds stable. Rashid, any chatter we should know about?"
RASHID (in the field, quietly) "Yes, movements in the north quadrant suggest they're staging. I'll move in to gather more intel."

EXT. PRESIDENTIAL CEREMONY - DAY
Alina moves through the crowd, which is unaware of the threat. Her diplomatic demeanor helps her blend seamlessly, assessing possible threats.
ALINA (under her breath, alert) "Group maintaining distance from stage, could be a decoy. I'll keep them under watch."

EXT. ADJACENT ROOFTOP - DAY
Nearby, Moshe deploys his tech wizardry, setting up surveillance networks to provide live feeds to all teams.
MOSHE (engaged, adjusting equipment) Network sync accomplished—data flowing like water. You’ll see what I see.
LUCA (from above, watching drone readouts) "Deploying recon drones. We've got aerial supremacy—use it."

EXT. PERIMETER ENFORCEMENT POINT - DAY
Saul and his crew are monitoring the outskirts, ready to intercept any attempts to breach the secured perimeter.
SAUL (calmly, under watchful eyes) "Covering entry point Charlie. If they try to run, they'll see the wrong end of an escape."

EXT. PRESIDENTIAL CEREMONY - DAY
As the President approaches the podium, the terrorists activate their plan. Hidden under the guise of photographers, they reveal weapons.
REBECCA (urgently, as comms crackle) "Contact! Jacob, they're engaging across sector four!"
JACOB (tactically) "Execute operation shield! Rebecca, cut them off before they scale the media tower."

INT. COMMAND CENTER - DAY
Rapid data flows into the Command Center. Mark orchestrates the information to create operational threads.
MARK (quick observations) "Predictive analysis holds - next vector east! Intercept path drilled."
